Bullying is rampant in public sector organizations where veteran senior managers stubbornly refuse to acknowledge that routine mistreatment undermines the public service mission. Tolerance for unconscionable behavior impairs retention and recruitment for government positions. The risks associated with bullying rise with strained budgets undercutting public services. Though there is no profit lost, tangible losses from preventable turnover, absenteeism, and litigation occur.
